Is Chinese Supercomputing a Paper Tiger?
A Wall Street Journal article reveals some interesting aspects to the country’s inexperience with supercomputers.

A important warning to china
Greetings from Shenzhen, fresh from popping by that Shenzhen supercomputer center named in the story. I’d say that China strategy re controlling the core hardware, incl my favorite expertise, high end CPUs, is well on track – as for the software, they will catch up. However, marketing and relations, like in the case of this center here, leaves a lot to be desired. Also, this machine here in Shenzhen is a copycat, there’s no unique Chinese technology in there compared to vastly superior machines in Tianjin and Jinan
First, the workload is definitely an important index for the entire power of Supercomputing of a country. So the report mentioned at the top shows that the Chinese computing center maybe over-constructed. To some level, this is a truth.
It is, however, not a good foresight from a long time of view. Let’s just parallel this to developing a remote village. Will you refuse to build a highway to lead this village out, because there are not enough cars?
The fundraising in China is different from the occidental region. In the occidental region, we pay it because we need to use it. In China, we pay it because we aim the future.
Finally, calling Chinese supercomputing as a paper tiger might have three purposes.
1. making the other country, especially the developed country, feel better.
2. Attracting attention and Click-through Rate via introducing Chinese factor.
3. Continuing the biased public attitude that anything comes from China is cheap.
just read both articles some observations:
1)HPC project is big money project from gov
2)all politics is local may be even more in China
3)key factors in HPC is to push CPU chip “made by china” some are licensed from MIPS and some copycat from alpha and from openSPARC
4)China today does not yet has good Fab that can make 28, 22nm, but Taiwan does
5)Cloud will be part of the HPC project and become big in China and Taiwan
6)Yes today these HPC supercomputers are under utilized but if some one find a way to provide $$ to use these supercompuer (Just like USA NSF is doing it recently)
7)there are many more research $$ wasted in the USA for user to build small/medium size HPC Supercomputer, but these center does train more Ph.D and postdoc that are from India and China and Russian etc
8) hopefully China will find more usage of these Big Machines but it will take time
9)most trained Scientist still prefer to stay in USA for various reasons ,hope that they can help the China to use the Supercomputer more
