Here is how to use the scanner through the Interactive Brokers (IB) API. First you will need a subscription as displayed this exception:

I don’t think this will be able to work in a demo IB account. I would also download the IBP API

Download and unzip for your Operating System.

Use the Python folder option with  wsapi_macunix.xxx.01/IBJts/source/pythonclient/tests

Focus on running manual.py. In the code, use connect parameters below:

 app = TestApp()
 #app.connect("127.0.0.1", args.port, 0)
 app.connect('127.0.0.1', 7497, 123)

You may get the above exception above when running this code snippet:

ss = ScannerSubscription()
ss.instrument = "STK"
ss.locationCode = "STK.US"
ss.scanCode = "TOP_PERC_LOSE"
app.reqScannerSubscription(8001, ss, [])
