I think this Python configuration set of instructions should work ok for Windows

Please oh please I hope these instructions work out for newbies who want to work with Python
Install Python 2.78 or whatever latest version  https://www.python.org/downloads/release/python-278/
On Windows Control Panel System, add the Ptyhon Interpreter onto system path
Follow Window configuaration here

TO install, use http://pytools.codeplex.com/wikipage?title=PTVS%20Installation I picked the MSI for my Visual Studio 2013
