Here are my fave but important Machine Language resources:

Tensor Flow  is my choice as hinted belo in the videos. It can handle high level of use for production use since it is backed by C++ at the core level.  Keras can be used fpr low level while Torch can be used for research only.

Note the Android posting as well for most convenient way to get all this onto a mobile device.
